Please be aware that many limousine operators who quote over 15 passengers in vehicles other than a bus are more than likely operating their vehicle illegally, and over the vehicles gross load capacity. So the limousine would have limited braking ability and if they should get into an accident not all passengers would be afforded insurance coverage! Rule of thumb is if the vehicle only has 4 tires the maximum passenger load should be at or under 15 passengers. Do your homework and say no thank you to un-safe limousine operators! Safety is our primary concern.
